Pukuok Casino Allowing Locals Gambling

Vietnamese authorities have reportedly approved the inclusion of casinos at a resort on Phu Quoc Island, local media reported. The project will reportedly allow Vietnamese to participate in a three-year trial plan that will allow them to enter selected casinos.

Online media outlet VnExpress reported on Thursday that the People’s Committee of the Gienkang province, where Phukuok is located, had announced that Prime Minister Nguyen Xuan Phuk had approved in principle the inclusion of casinos at the resort. It added that the total investment in projects including the casino portion has now been set at 50 trillion dong ($2.14 billion).

It was unclear in media reports when the casino portion would be unveiled. The overall resort, which includes hotels, shops and conference facilities, is expected to be completed by 2021.

Phu Quoc Casino is reportedly driven by Phu Quoc Tourism Development Investment JSC. The latter is controlled by Vietnamese conglomerate Vin Group, which owns 50% of the company.

The government lifted a ban on Vietnamese gambling at casinos in March 2017 under a decree in January 2017 that allowed pilot projects for gambling by economically qualified locals at certain places. But the mayor was still waiting for news on how the policy would actually apply.

Customers must be 21 years of age or older and have a monthly income of at least 10 million dongs. Only casino resorts with a total capital investment of more than $2 billion, including gaming and non-gaming facilities, can welcome Vietnamese gambling.

In November 2017, Augustine Ha Ton Vinh told GGRAsia that the Vietnamese government was likely to open two casinos to local customers. Ha, a scholar who has advised the government on freeing up Vietnam’s gaming industry, said a resort in Van Don in northern Vietnam and a second resort on Phu Quoc Island would be among the first to allow locals.
